The Engineering Criteria Review Board (ECRB) will hold its second review of a proposal by North Waterfront Cove LLC to construct the Encinal Terminals project – a mixed-use development on an approximately 23-acre, former industrial site in the City of Alameda, Alameda County. The site is bounded by the Oakland-Alameda Estuary to the north, Alaska Basin inlet to the west, Fortman Marina to the east, and the Del Monte Building warehouse to the south. The project proposal includes a marina of up to 160 boatslips (with harbormaster facility on one of the docks), mixed-use/residential areas with townhouses and multi-family residential structures, and two wharf structures that will be repurposed for public access. At this meeting, the Board will assess and provide advice on the engineering safety provisions of the wharves to be repurposed for public access use. - Briefing on Environmental Justice and Social Equity Bay Plan Amendment
The Engineering Criteria Review Board (ECRB) will receive a briefing from staff on the San Francisco Bay Plan amendment to address environmental justice and social equity. - Presentation on Roles and Duties of the Engineering Criteria Review Board. As a reminder of its role, the staff will review and discuss with the Board the Bay Plan policies regarding Safety of Fills

Speaker SignUp and Time Limits. If you would like to comment on an item scheduled for a public hearing or speak during the public comment period, please fill out a “Request to Speak” form and give it to a staff member. Each speaker is limited to a maximum of three minutes during the public comment period, and the Chair may set time limits for each speaker at the beginning of a public hearing. You are encouraged to submit written comments of any length and detailed information to the staff. This material will be distributed to the Commission members. Applicants are responsible for presenting their projects at the public hearing.

BagleyKeene Open Meeting Act. As a state agency, the Commission is governed by the BagleyKeene Open Meeting Act which requires the Commission to (1) publish an agenda at least ten days in advance of any meeting; (2) describe specifically in that agenda the items to be transacted or discussed; and (3) refuse to add an item subsequent to the published agenda. In addition to these general requirements the BagleyKeene Act includes other specific provisions about how meetings are to be announced and conducted.
