Call to Order
Public Comment Period (Each speaker is limited to three minutes) A maximum of 15 minutes is available for the public to address the Commission on any matter on which the Commission either has not held a public hearing or is not scheduled for a public hearing later in the meeting. Speakers will be heard in the order of sign-up, and each speaker is generally limited to a maximum of three minutes. It is strongly recommended that public comments be submitted in writing so they can be distributed to all Commission members for review. The Commission may provide more time to each speaker and can extend the public comment period beyond the normal 15-minute maximum if the Commission believes that it is necessary to allow a reasonable opportunity to hear from all members of the public who want to testify. No Commission action can be taken on any matter raised during the public comment period other than to schedule the matter for a future agenda or refer the matter to the staff for investigation, unless the matter is scheduled for action by the Commission later in the meeting.

- Commission Consideration of a Contract with the Department of General Services for Budget Support
The Commission will consider authorizing the Executive Director to enter into a contract with the Department of General Service’s Office of Fiscal Services to provide budget support for BCDC during Fiscal Year 2017-2018. The proposed contract amount is $39,000.

- Commission Consideration of a Contract with the Delta Stewardship Council for Eastern Contra Costa County Vulnerability Assessment and Adaptation Planning Project
The Commission will consider authorizing the Executive Director to enter into a contract with the Delta Stewardship Council to assist in the development of a vulnerability assessment and adaptation plan for the eastern portion of Contra Costa County.

- Adjournment to Commission Workshop
The ninth workshop in the BCDC Sea Level Rise Workshop series workshop aims to finalize our discussion on the Commission's adopted Action 5, which is “Change existing laws, policies and regulations to more fully consider the local and regional impacts of rising sea levels in permitting and decision-making processes as needed.” At this workshop we will report out on the discussions and priority actions on changes to the Commission's laws, policies and practices regarding: (1) Fill for Habitat Projects; (2) Mitigation in the Face of Rising Seas; (3) Social Equity and Environmental Justice; and (3) Beneficial Use of Sediment. We will discuss the potential actions under each of these topics and suggest an implementation pathway for the Commission's consideration.
